Before running Hemekonomi

Upon start of Hogia Hemekonomi it checks regional settings and offer to change
them. However the change does not stick and has to be done on every start.

See attachments pre.png/post.png for before and after running Hemekonomi in
Windows XP.

The dialogue upon start says:
"Sifferformatet under internationell i kontroll-
panelen är inte inställt till svenskt format.
Programmet kräver svensk sifferformat. Skall
programmet ändra inställningen till svenskt
format? (Om nej kommer programmet att stoppa)"

Translates to something like:
The number format under international in control
the panel is not set to Swedish format.
The program requires Swedish number format. Shall
the program change the setting to Swedish
format? (If no, the program will stop)
