This is a regression between 0.9.58 and 0.9.59. 
Using running the sample app http://bugs.winehq.org/attachment.cgi?id=10100
with Delphi source from bug 6045 without a virtual desktop the application's
window does not show on the alt tab list or on the start/menu bar window list
using Ubuntu 7.10 gnome. Regression test in progress.

Other BC++4.5 16 bit apps show in the window list.

I should have seen this as the problem.

winex11.drv: Don't add owned windows to the taskbar.

Delphi programs have the invisible top window so that may be causing the
problem.
