When no internet connection is available, the game allows you to do an offline activation by generating a text file which can be uploaded to the authentication web site.
When you enter your cd-key and attempt to generate this file, The game returns an error code and fails to generate the file. Generating the file using windows and attempting to use the activation text file obtained did not work. It appears that part of your system description is used to generate the file so the windows file would be incompatible.

SEGA recently removed all copy protection from the game with the 1.1 patch, because many people were having problems all over the place. After applying the patch, I'm able to run the game fine.

the "Uniloc" DRM protection scheme was actually used in a small number of games and found too intrusive/unstable on Windows/PC platforms. As comment #2 says, due to lots of customer complaints this DRM was removed by game publishers in subsequent patch releases. The usage was very limited and the activation servers are most likely not alive anymore .. IMHO waste of time.
Looking at the profile, patent filings and who they sued -> patent troll Tempted to close this ... or at least merge with bug 23177 ... but well.
