Sim City 4 installs and runs in software rendering mode but has severe graphical glitches in hardware rendering mode. In hardware mode fog/smoke is rendered in a blocky manner and the entire terrain is white so it is very difficult to distinguish anything. In addition, rendering performance is very slow in hardware mode. In software mode the game is very responsive. I have encountered this problem in release candidates 1-4. I was unable to install it at all using one of the 9.5x versions so overall there has been improvement.
I have attached a screenshot of the city view which is most affected by the glitch. The cityscape is supposed to be mostly green and brown. Region view has blocky fog but no whiteness.

I'm not using compiz.
My xorg.conf has the display driver as 'ati'. My card is an Ati Radeon X700 based PCIe card by Sapphire.
However, just when writing up this response I tried:
glxinfo | grep -i "direct rendering"
Getting:
direct rendering: No (If you want to find out why, try setting LIBGL_DEBUG=verbose)
I had working DRI at some point so I just assumed it was still the case. I'll try to get this fixed and test again to see if it was the cause.

In software rendering no cars are drawn. For example if i try to draw a zone i don't see it on the screen, it gets overpainted by the card environment. Also cars get overdrawn. Hi Austin, this is strange. When i run (under 1.1.31) "SimCity 4.exe" i can see the windmill problem shown in comment #7. Looking closer:
"SimCity 4.exe -d:opengl" *** Works - no problem with graphics ***
"SimCity 4.exe -d:soft" *** Works - no problem with graphics ***
"SimCity 4.exe -d:directx" *** Graphics problems like in comment #7 ***

Hi Jaime, if i read that bug 10636 correctly, then running wine 0.9.49 would make this graphical issues go away. Unfortunately there are the same graphical issues even in 0.9.49 (like in tested 1.1.31).
So it means, that this bug is not duplicate of bug 10636. Am i correct?

Still not fixed in wine-1.1.39-163-g583f0f0. Tested on Nvidia v190.53(GT8600).
SimCity 4 with DirectX renderer has the windmill problem shown in comment #7. OpenGL and Soft renderers are ok as i mentioned in comment #10.
