When trying to convert audio format in Sound Recorder.
File>Properties when clicking "Convert Now", nothing happened and wine console says

This bug affected Sound Recorder, Windows XP version but not on Windows Me version (may be that Windows Me version is not using unicode variant of 'acmFormatChoose')
*Sound Recorder executable (sndrec32.exe) can be picked from Windows XP machine in C:\WINDOWS\SYSTEM32 directory.

This bug should be marked as fixed.
But Still interesting that all previously (WINE 1.3.8 with no GStreamer) supported ACM codecs: GSM 6.10, IMA-ADPCM, MS-ADPCM, a-Law, u-Law (except PCM) was now unusable, but still listed in Sound Recorder's codec list. I think it's not related, so I would file another bug for that.

Resolving fixed. I was able to test and agree it's working.
