After installing Fallout 3 on both windows and Ubuntu using todays git I have noticed that there is a difference between how my settings are automatically detected.
When you run Fallout3.exe for the first time it will automatically detect which settings are best for your hardware. On windows my settings are automatically set to low in wine on Ubuntu hardy my settings are automatically detected as being able to use High.

there is a lot of garbage coming from ppl heads..
fallout.wikia.com/wiki/Fallout_3_bugs indicates that:
"Streaks, flickers, and graphical corruption on full screen with Vista and SLI enabled. Running in Windowed mode solves the problem."
well, I run ATI (4670 card) and running in windowed mode does not work also (all window is filled with noise, does not even redraw).. some times, if I enter bFull Screen=0 into fallout.ini, it still runs in fullscreen, but problem is gone (note: *sometimes* + problem reapears in next level (scene change)).. still eyes and mouth are not filled (I can see through the head :) )
that is: fallout detects SLI on fglrx dirvers in wine, while on windows it does not.

(I have just one card, but maybe X11/wine emulates more? since my main DISPLAY is 0:0 , but errors comming from compilig shaders contain 0:2 [if I am not mixing somthng here..])

so this is fixed from 1.1.20 onwards as far as I can tell

I tried playing it with 1.1.20. Wine detected my card as a Geforce 9500 GT, (mine is 9500M GS) and changed the settings to ultra high. When I tried to play, it crashed at the loading screen (tried different settings, windowed mode, etc and it crashed anyways). Then I compiled wine with the d3d description patch for 1.1.19. It didn't crash anymore, despite of me having deleted the VideoDescription string at the registry. Still the game detects my card as geforce 9500GT
