I never experienced this bug and I don't experience it right now on Wine 1.3.0

This has not been updated for over 900 days.

Is this still an issue in 1.5.31 or higher or is this abandoned ?

In current wine 1.6-rc3, the GOG.com version of Arcanum loads and runs well. I
think this can be closed.
