Unfortunately it seems so. The application treats single finger as a brush stroke, and multi-touch as a single finger, utilizing whichever one might've hit the canvas first. Also of note is that in the Preferences panel wintab is greyed out but that's less of a concern.

Just in case it's a factor, what's your touchscreen hardware/model?
I don't have a physical touchscreen but maybe a Linux virtual touchscreen app is good enough to reproduce the bug.

I am using a Surface book 3 but I also have access to a pro 7 for further testing. Touch gestures register fine outside of wine when using other art applications such as Krita.

- Multi-touch gestures are not passed initially, and the behaviour you describe can be reproduced - After touching the screen with a stylus, the multi-touch gestures start to be passed correctly, except for the 2-finger-swipe for moving the canvas, which does nothing. During that time, the cursor is not visible in the CSP window - Clicking with a cursor outside the CSP window switches back to not passing the gestures
