It mentions the Intel GPA Monitor to capture games in windows, why not try it
in wine i thought...

It crashes instantly, with no useful crash info. I'll attach a +setupapi log,
as the problems seem to come from there is my first impression:

This ticket has not been updated for over 900 days.

Is this still an issue in wine version 1.6-rc4 or higher or is this to be
closed as abandoned ?

Not sure which version was originally tested.

I downloaded the current 32-bit version on offer:
gpa_15.4_release_276272_x86_standalone.msi

Installs fine after setting the windows version to 7 with winecfg.   The
installer launches gpamonitor.exe which crashes without a wine backtrace under
wine-1.9.4.  It does offer to save a crash report (attached).

The Intel GPA site says it requires .NET 4.0.

I don`t have the old version of Intel GPA Monitor anymore, so I downloaded the
newest (version 16.4):

Tested with native dotnet in wine-staging there`s some progress:
- An errormessagebox comes up and the app quits; with native msxml3 i am able
to start the application though.
- It runs into 2 unimplemented fucntions, but they are not fatal to start the
app. I`ll attach stubs for them hereafter.
- When I try to analyze an application nothing happens. That`s yet another bug

With plain wine the application quits very early, so there`s some patch in
wine-staging that makes it go further. Don`t know what patch....

15.4 is still available here also:
