Wine directory [.wine] is under users' root directory [home/<user>/.win], not under Documents, & has never been under the Documents directory.

It's the standard Wine "Browse C: Drive" submenu selection from Application Launcher.
That's not a file supplied by Wine proper; rather, it has probably been added by your distribution to the distribution's package of Wine, so this should be reported to your distribution's bug tracker.

There is no "file" involved here.
Wine does not supply any menu entries at all; it has probably been added in by your distributor. Of course the Wine prefix has a notion of the "C:" drive, which is usually located at ~/.wine.
