[Bug 3507] Picasa takes a long time to bring up the printing window if there are many printers

I came here from https://bugs.winehq.org/show_bug.cgi?id=40044, all the
details are over there.  The short summary is: No application is involved, all
I am doing is

rm ~/.wine/ -rf && time wine echo

This takes more than a minute.  I don't have any network printers in the
network I am *currently* connected to, but I do have two network printers set
up in my CUPS.  If I am in the network those printers are in, the above
commands takes less than three seconds.  When I used to have four network
printers, the command took 2 minutes.

In other words, every network printer set up in CUPS that is not reachable
currently makes wine prefix creation ~30 seconds slower.
