The issue is most likely also present in the development branch, so moving to
the "Wine" product. The "Wine Staging" product should only be used for
regressions introduced in Wine Staging.

I have the same situation on Fedora 23 - the same problem occurs while trying
to run MS Office 2013 Professional Plus installer

System information:
    Wine build: wine-1.9.4 (Staging)
    Platform: i386 (WOW64)
    Version: Windows 7
    Host system: Linux
    Host version: 4.3.5-300.fc23.x86_64

Did you try with 32bit prefix? This is likely a duplicate of d3d10/11 issue
with mesa.

I'm quite new to wine, never tried to run any Windows application with it

I followed instructions from this link:
https://wiki.archlinux.org/index.php/wine#Configuration

Most importantly, these commands, I believe this is what you asked me for:
$ WINEARCH=win32 WINEPREFIX=~/win32 winecfg
$ WINEPREFIX=~/win64 winecfg

Then, I ran installer again with command
$ WINEPREFIX=~/win32 wine D:\setup.exe

Result is quite much the same - installer is still not running, backtrace looks
the same, however system information differs from previous ones

System information:
    Wine build: wine-1.9.4 (Staging)
    Platform: i386
    Version: Windows 7
    Host system: Linux
    Host version: 4.3.5-300.fc23.x86_64

Ok, could you try to see if workaround from
https://bugs.winehq.org/show_bug.cgi?id=38648#c22 helps? (you'll need to set
mentioned registry key, using regedit for example)

Adding registry key
HKCU\Software\Wine\Direct3D\MaxVersionGL 
helped - I successfully installed MS Office 2013 Professional Plus on Fedora 23
