On two of the installer pages, it is missing all of the text.

1. The first page of the installer (setting port number)
2. The last page of the installer (options for shortcut and run app now)

This bug is a duplicate of bug 12838. The missing text is actually contained in
bitmap files which do not get displayed because they are extracted in a
corrupted form from the installer.

I'm pretty sure that this isn't an advapi32 bug. The CheckTokenMembership()
fixme seems unrelated.

I have analyzed the cause of this bug in detail in bug 12838. The component
needs to changed from shell32 to kernel32.
