Upon entering the character selection screen, I see the UI elements but there is no 3d environment, a few seconds later, the entire window turns cyan. Controls work as I can escape out of the screen and exit the program that way.

It happened every time I tried changing the options in game to include pixel shaders, advanced lighting or some combination of both. It only affected the game after I logged out and tried to log back in. I fixed it by opening my eqclient.ini file and turning off all pixel shaders, vertex shaders and lighting options. Those options didn't seem to do anything while I was in game anyway.

If you turn them on, the cyan screen never goes away. It's not just while zoning. You cannot see anything at all. He just didn't know you could get things to work by changing the options in the ini file. That's why he posted it as a blocker.
