I'm trying to install Civilizations 4 Complete using wine 1.2.  After the
installer begins copying the files to the disk, it starts over asking me the
type of installation, user agreement, and will install the files again.

Does this happen with the latest development version of Wine (1.3.10)? Please
attach debug output as per http://wiki.winehq.org/FAQ#get_log to the bug
report.

I've now tested this using playonlinux and the installer loops for all the
versions I've tested including 1.3.9, 1.1.21, 0.9.64, and 0.9.44.  They all go
back to the start of the installer upon completion.

I do not think this is a bug. Civilization 4 Complete has multiple installers.
The first installer installs the Civilization 4 Base Game. The second
installer, which looks exactly like the first, installs Civilization 4
Colonization. The second installer starts after the first installer finishes.

Maybe you are right.
I only installed the origin Civilization 4, and I didn't find anything wrong
with wine 1.6-rc4
