After update to wine 1.1.38 lost the sound of footsteps in Fallout 3 (1.7.0.3).
In 1.1.37 all works very well.

Possibly a duplicate of bug 21609. Try workaround described there please.

Try to revert a patch mentioned. If it helps I'll this as duplicate.
