The packages for Ubuntu 18.10 for wine 4.4 do not provide d3d12.dll. I have
tried both winehq-stable and winehq-staging.

The cosmic vkd3d packages are 1.0; apparently that's too old for current Wine.

That's correct, Wine 4.4 requires vkd3d 1.1 for Direct3D 12 support.

The wine-staging packages up to 4.3 provided the d3d12.dll files needed to use
vkd3d, I've been using them with no problem. After installing the 4.4 packages
that dll is missing and I can no longer use vkd3d. Did something change with
this release or is this just an error?

Yes, the vkd3d 1.1 requirement is new in Wine 4.4. For previous versions vkd3d
1.0 was sufficient.

Cosmic went EOL last summer; there are no more packages for it.
