The mouse cursor does not line up with the on screen cursor, thanks to 2/3 of the screen does not get draw.
Trigger editor panel in wrong overlaps.

Henri Verbeet has attached a "hack" to bug 15232 which also fixes this bug: http://bugs.winehq.org/attachment.cgi?id=27236
I attached a screenshot which shows how the World Editor looks like when the patch is applied.
As you can see the world editor looks much better. Bug 17199 is about the fact that the Direct X content gets drawn at the wrong position when the window does not have a specific size.

But this is a general problem because as long as binary builds are provided by third parties they might also contain patchsets. Actually no. It shouldnt be shown currently at that position.
Also I found out that there are some tools hidden under the black thing. I think wine has improved. The hidden tools could be another bug. The black area isnt so bad as before. I don't see the crash mentioned. My tool version matches with the reported one at comment 1.

It seems to not related to D3D, because problem still exists when WE is launched with -opengl flag. Moreover, EVEN LARGER portion of interface is overdrawn with blackness (see above).
It seems to be related to terrain rendering, because at the brief moment when terrain isn't rendered yet, interface is drawn normally.
