GIMP 2.2.x cannot detect GTK+, or it's libraries, requesting to reinstall GTK

Procedure:
1 - Install GTK+ Runtime 2.4.14
2 - Run GIMP 2.2.17 installer

I tried to have a look at the gimp homepage from 2007 via the wayback machine.
There the windows version pointed gimp-win.sourceforge.net.
And this showed GIMP 2.2.17 should be installed along GTK+ 2.10.13,
for pre-Windows-2000 2.6.10-20050823, thankfully with MD5s.
Searching for these MD5s I could find downloads for the files below.

Installing them went fine.
Running showed no issue finding GTK+, but GIMP windows
get opened without window decoration.

Is maybe the GTK+ version 2.4.14 too old for this GIMP version?

This bug is invalid. Bug occurs in Windows too (see the screenshot)

@Reporter: Before reporting a bug always check it in a real windows box. It is
time consuming to check real bugs. If in addition, one must check invalid
bugs....

Sorry for the inconvenience and thank you for the help
I tried Bernhard's analysis on Manjaro and Windows 10 and i could install the
application and reproduce some bugs that don't appears on Windows, including
the no window borders issue, i had split them in 3 reports:

* Bug 52547 - GIMP 2.2.x: Mouse disappears and is ignored by the application
* Bug 52548 - GIMP 2.2.x crashes when starting new project or opening "About"
window
* Bug 52549 - GIMP 2.2.x has no window decoration
