When using the keyboard to navigate menus, the down arrow briefly navigates to the next menu item and then the next menu ( on the right ) is selected.
In the attached video I pressed Alt+F and then the down arrow.
Tested using wine 2.7, 32-bit prefix, and the following winetricks:
- msxml3 ( for installation ) - atmlib - gdiplus_winxp

It happens on key-up, pressing and holding the key works as it should but once the key is released it moves to the next menu.
Tested on Wine 2.4.

I've gathered the console log using
WINEDEBUG=-wintab32 wine Photoshop.exe
Without removing the wintab32 channel the console was flooded with "Filtering out 04fc:fixme:wintab32:X11DRV_WTInfoW Return proper size" messages.
The console output when pressing 'Alt+F' and then ↓ is
0760:fixme:win:LockWindowUpdate (0x710e2), partial stub! 0760:fixme:win:LockWindowUpdate ((nil)), partial stub
