The background color of Windows applications should match the background color of the native applications (KDE, Gnome, XFCE, etc...).
For instance on the screenshot you see the background color of the toolbar is dark grey in Photoshop, not matching KolourPaint's background color of the toolbar: http://img126.imageshack.us/img126/2815/winekh8.png
Ok, it's not *necessary* for the application to work, but it's a nice enhancement for a polished desktop. There's gotta be a way to do it because for instance Gtk applications can have the KDE look and feel (gtk-qt-engine), and for WINE there's probably a way to grab the same info and tint the background of Win32 applications accordingly.
