It's 5.4 megabytes and is a copy of the AA installer on my machine too. I bet it's an Microsoft OLE archive, sometimes also known as a Microsoft OLE compound document.
I did not see your "The Windows Installer service cannot update one or more protected Windows files." message.
Now, a series of questions: Which winver are you set to? Does Wine even implement Windows File Protection? What generated that message, winemsi or some executable code inside the America's Army.MSI file? How can I see the same file you saw? Does the file only appear during the duration of the time winemsi is running and it's autodeleted afterwards or something?
And why does the message not refer to accessor.cab? IIRC, I have never seen an accessor.cab file anywhere in any Windows in my life.
