As of 4.15-1, Lotus Approach's initial pop up screen show previously opened files is missing. File Open still works.

is this a bug specific to Wine-Staging or just because you don't use plain Wine? Could you retest with plain Wine 5.0+?
The referenced bug tracker link is dead so it's not clear which exact Wine-Staging patchset you are referring to.

Fedora uses Wine Staging in its repo, so I am stuck with whatever they provide. I have also had to downgrade to 4.17 to work around this considerable annoyance. And I have had to freeze further updates to wine in dnf.repo
Do you have a method where I can test regular wine in parallel?

I'm moving this ticket from Wine-Staging to Wine product. Apparently the "Welcome" dialog is not shown in vanilla Wine as well. It's shown after opening and closing database files but it will not automatically appear on startup.

Unless someone has a copy of the old Bugzilla database from https://bugs.wine-staging.com it's hard to figure out what "Bug 343" was really about. The search engines didn't index/capture the internal bug tracker conversation.
Do you have by any chance the email conversation created by the tracker preserved somewhere? Even a timeline would help, i.e. year/month. I've tested with older Wine-Staging 4.0 - but even then the "Welcome" dialog is not shown on startup. I'm curious, when did this ever work in Wine-Staging?

Since Fedora only uses Wine Staging, fixing it in Wine won't do me any good.

Checked everywhere. The only thing I could find was my bookmark in Firefox and that is not dated. No sign of it in Thunderbird.

It fell apart on one of the Fedora 31 updates. It worked under the initial Fedora 30 release of wine-core-4.5-1.fc30.i686.rpm

And the initial welcome pop up is work again.
So still broken in 4.15.
