The application is called LINE (https://appdb.winehq.org/objectManager.php?sClass=application&iId=13986) on Wine 9.22. Further config can be seen in the info section in the AppDB. There is no output in the terminal but I suspect that the it cannot reach the server to check for updates.
Additionally, there is a problem with the new LINE installer too. The previous versions were offline installer, and they seemed to work fine. Recently, they changed to online installer, which fails. The terminal output is as follow:
