The mouse cursor is permanently stuck in the top left corner. Mouse wheel and
mouse clicks work properly, as does everything else in the game.

Tried all MouseWarpOverride settings including the force_edge patch to no
avail.

Has nothing to do with dinput. This is most likely source of your problem:

You're right. Changing RegisterRawInputDevices to return FALSE seems to make
the game fallback on something that works. I'm not sure if that's an acceptable
fix though, but seeing as it's a stub I don't think it will break anything.
