Also tried running DXSETUP.exe in brink/directx (which has reportedly fixed sound issues for windows users) but that didn't help either. Finally, I tried "winetricks dsound" but that also had no effect.

Yes, it would. With xaudio, Wine currently doesn't implement those dlls.

In past testing it would play, but sound just wouldn't work. Tried in a fresh prefix with xact installed, and the same problem occurs.Game runs if I set mmdevapi = disable with winecfg, but sound doesn't work.

Running Fedora 15 x86_64 with Pulse and Wine in ALSA mode (since that's all we've got), I've found that manually choosing the default device with s_primaryDevice (it may just be 'default' for you) and running s_restart will get sound working. You will need to enable the console though... Here's my autoexec.cfg:
seta com_allowconsole 1 seta r_useThreadedRenderer 2 seta com_videoRam 1024
That first line should give you console access with ~.
