Wine set lowest refresh rate available at given resolution in GTA Vice City. It
happens in all Wine versions using XRandr.

Let's say for example, the resolution is 1024x768, and you have the following
refresh rates: 60, 75, and 85 hz.

Is the problem that Wine will always pick 60 hz? Can you manually switch it to
75?

Right, and i can switch it (using Ctrl-Alt-+ to 85Hz)
