Issue still exists in Wine-1.2-rc3.
I attached a WINEDEBUG=+d3d,+d3d_shader output log, hope it helps.
Workaround: disable hw. vertex shader support in winecfg's Graphics tab (now the water is rendered correctly: in blue). With disabled vertex shaders, most of the game's graphical effects are disabled, too.

With nouveau water has flickering blue and red textures.

Also, it happens with Intel drivers as well.
Water is mostly red, with purple/blue patches that move with the camera.

Not anymore. Water looks good in the game with Wine 1.8 and newer.

I assume it is safe to say it is fixed then since you were able to reproduce the bug not long ago.
