repository doesn't work.

Which is the correct way to add the wine repository to Mint 13 64bit? Or even Ubuntu 12.04 for that matter.

Those instructions do reflect the correct repository. The link at the bottom of the page is the one I posted in comment 1; that page is precisely where I copied it from.
The instructions on that page are for Ubuntu. If they don't work for Mint, ask your distro how to add the correct repository. Repositories are maintained by the distros, not here.

Hence, entering ppa:ubuntu-wine/ppa produces http://ppa.launchpad.net/ubuntu-wine/ppa/ubuntu/dists/maya/main/...
And the bottom line is the question
whether Winehq supports Mint either by (probably just) adding an alias maya=precise on the server or by giving as instruction the explicit (second) form of the URL, possibly under a "Mint" title, instead of the short form ppa:ubuntu-wine/ppa.
or if Winehq declares that they don't support Mint.
