R3x is a small freeware program to audit networks.

It worked well under Wine 1.0 and showed numerous resources in the network.
Under Wine 1.1 it crashes at startup.

Well this is probably not a regression. I've tried another version of the
program. Older version works with both versions of Wine and the newer version
exits with error.

can you retry this with current wine. It doesn't crash here

oops, forget that. I was accidently running in a console as root, and that's
why it worked. As normal user i see:
WARNING: Trying to use ICMP (network ping) will fail unless running as root
wine: Unhandled exception 0x0eedfade at address 0x0000:0x7b8433b0 (thread
0009),

and it crashes. I don't know if there's a real fix for this, other then running
root?

R3x 0.37.9 runs fine without root priviledge. 
R3x 0.60 crashes on start.

With 1.1.26, I see:

If it works as root, then the bug is invalid. Some users may need that
functionality, so it's not a wontfix.

Closing invalid.  If there are other bugs that are not related to requiring
root for icmp please file them separately.
