Or to make all windows unmanaged, and not using Desktop

$ cat unmanaged.reg
REGEDIT4

[HKEY_CURRENT_USER\Software\Wine\X11 Driver]
"Managed"="N"

$ wine regedit unmanaged.reg

Wine notepad has no problems getting keystrokes here. (WM = metacity)
