I can't reproduce this, and have asked the user for more details.

If I open a photo in a new launch of PS, I am able to change the brush size.
However, if I work for a while the cursor stays behind the brush palette and I
am unable to change the brush size. "

I've asked for yet more detail.  (BTW I saw something like that
a long time ago, I think.)

User reports removing ~/.wine and reinstalling fixed his problem.
