The appdb entry, http://appdb.winehq.org/objectManager.php?sClass=version&iId=5993 and a recent wine-users post, http://www.winehq.org/pipermail/wine-users/2008-January/028712.html say the app can display previously saved files, but can't create new ones, because of a problem with its tool popup dialogs:
"Little pop-up windows (for creating points, lines, view the undo history...) only accept keyboard input. Clicking on them with the mouse has no effect. They title bar is always grey and can't be "activated" (turned blue), and so they can't be moved around the screen."
To reproduce: wget http://crdp.ac-reims.fr/ressources/logiciels/geoplan_geospace/evaluation/GG&... wget http://crdp.ac-reims.fr/ressources/logiciels/geoplan_geospace/evaluation/Dll... unzip GG&.exe unzip Dll.exe wine GeoplanGeospace&.exe File / New Plane Figure Create / Free Point (for example) At this point, a dialog pops up asking you to name the new object. You can type in it, but not dismiss or accept it.
Still present with wine-0.9.54.

I believe it is the same program (maybe not same version), choose Options->Langue->Anglais and then:
File -> New Plane Figure Create -> Free Point -> In the Plane
In the dialog type a name in uppercase and press OK. Works for me in wine-git and does not work in 1.2.3 so I'm assuming this as fixed.
