Civilization 4 Beyond the Sword 3.19 was running on my computer before, using Wine 1.1.x. I then stopped playing for a while. After upgrading Wine to 1.3.0, the game fails to run. It does not crash, it will not even start, so it seems.
This has been tested on my updated Wine prefix and on a clean Wine prefix with only Civilization 4 Beyond the Sword 3.19 installed. Both tests produce the same output in console as the attachment.
This has been tested on Wine 1.3.0 and on 1.3.0-1.1.

Just to clarify, in the regression test automation script, I see that ~/.wine is removed each time. Should regression testing always be done on a fresh prefix? If so, this will make it a lengthy process of compiling wine from git, installing Civ4 plus service packs, plus expansion packs, testing and seeing if it breaks, bisecting and then repeat.
I'm willing to do that, just want to be sure I am doing it the right way before I begin.

It's not always necessary, but it doesn't hurt to do. In this case, where it's prohibitively long, I wouldn't do it, but be sure to try reverting the broken patch to make sure it's the cause. I would do the reverting test in a clean WINEPREFIX, to be sure.

In this case, it's necessary. I've already tried a regression test without reinstalling the game, and found that once the registry entries for gameux are made, if gameux is in the build tree (as it will be after the first bad bisect), all subsequent bisects show up bad, even for Wine versions that are definitely good.
There were 4 gameux patches added in between 1.2 and 1.3.0, and they don't revert cleanly. I can tell you that Wine up to the patch immediately before the first gameux patch is good. I'm building Wine now with the first gameux patch, which I expect will break it. (If it doesn't, I'll move on to the next, and so on.) So hold off on the regression test for now.

Once the registry settings for gameux are there, all bisects are bad, even for Wine versions of 5 months ago (wine-1.1.39), when Civ4 definitely ran very, very well on my system.

It's definitely at fault. Disabling gameux fixes the problem. Civ 4 works fine in Wine right before the gameux patches were added. The gameux patch series breaks it.

I had a chance to test out disabling gameux today and I can confirm that Civ4 BtS 3,19 starts normally when gameux.dll is set to disabled using winecfg.

That's the same behavior as this bug, but perhaps the Steam version has an additional bug. Run a regression test.
