The game needs native d3dx9_36 to display the menus correctly, I can start a new game/tutorial mission where the user interface is rendered properly but there are strange polygons all over the screen. You can reproduce the problem with the demo version (start a skirmish map).
Disabling GLSL doesn't resolve the issue. Reducing detail level to the minimum doesn't help either.
