Use the latest git version of Wine to avoid Bug 28122 .
copy a native intl.cpl,syssetup.dll,sfcfiles.dll from WinXP, start intl.cpl with $ wine control intl.cpl

I'm sorry,please forgive me if i do anything stupid. Thank you for let me know about this, I'll try to do better in the future.
Also I'm appreciate to know about what kind of Windows components bug is useful, is it depend on whether the component is useful for user, or depend on some technical reason? Thanks very much!

If it's something you need to grab from an existing Windows install, it isn't. Wine users are not supposed to need a Windows install, that's the whole point.
