If ~/.wine is created the first time Wine asks me first for the Mono package to install and then for the Gecko package. I have aborted both requests but after a few seconds Wine has asked me again to install the Gecko package.

In any case, you should simply install Gecko (and Mono) the right way: http://wiki.winehq.org/Gecko

You probably have 64-bit wineprefix (for which both 32-bit and 64-bit Gecko should be installed, thus there are two dialogs)
Maybe the dialogs should say for which architecture they are trying to install the related packages.
