Wine does not implement none of the win networking. And you will have more chances getting Samba to write some utility like this. It also seems that Samba project doesn't play all that well with Wine. And just recently refused re-licence of some of their libraries under LGPL - a must for Wine to work with Samba. And that's just for encryption and single sign-on.
There were some valid reasons not to change the licensing. As I was the person affected by this, I think I can fully disagree on the statement that Samba doesn't play well with Wine.
As a question to the original reporter, the Samba 3.2 "net" tool can perform a lot of remote operations. Care to have a look at those and see if they can do what you need? As Microsoft bought Sysinternals some time ago and promptly removed all the download links for the tools, I'm afraid I can't look into this myself.
