lang attribute sets the language of a page or page element. It is useful for Firefox spell checker with additional extension that changes the dictionary according to lang attribute.

Assuming that the rules state bugs must be written in English (I don't know whether this is true or not), it will more than likely be set to US English. That doesn't really help us British, Australians, South Africans.... and so on.
What language do you suggest it is set to?

That makes it select polish dictionary, and I have to switch to English manually. If language attribute would be set - I would not need to do that.
I think that setting something 'en' as lang attribute value is reasonable.

I agree it would be a good idea, and can see the plus side, but it could potentially annoy other English speakers.
