Steps to reproduce:
1. Open Photoshop 2. Create new file 3. Click File -> Save for Web 4. Hover over one of the icons on the left side of the image
Instead of a tooltip popping up, the dialog loses focus and is grayed out.

At least they have the same workaround: winecfg -> Graphics -> Allow the window manager to control the windows ( disabled ) .
With KDE 5.4 the reported problem no longer manifests itself.

Maybe it was something unrelated to wine that changed in the meantime.
