The issue might be valid, i don't know, but the link you provided is not an official Microsoft .NET framework download. It is a repackaged Microsoft .NET framework from a software publisher flagged as making warez.

Until the issue is confirmed to affect a legit application, you don't have to look into it, if you don't want to. There are plenty of other valid bugs to work on in the meantime.

Pleading in favor of a bug is fine, but to keep putting back a link that has been removed as a precautionary measure is not. I consider it as advertisement, trolling and/or spam.
There are many good reasons [*] to not put the link back in the URL field or comments and I will therefore ask you to stop doing that.

[*] In addition to the questionability of the application, the link is a blind link to a direct download on a third party file hosting service. That may or may not be a violation of the software license.
I note that there are no mega.nz download links on the publisher's website. There is a Microsoft .NET Framework Final 4.8.0 bundle, but the sizes differs and the screen captures show that the link point to an older version. The origin of the linked file is unknown.
A link to the download page of the original software publisher website would be better, but since it's flagged as a warez/crack site I would still advise against it. Keep in mind that WineHQ bugs are public and will be scanned by online security services for links to malware files or websites. It could get undeserved bad ratings because of the links to flagged websites or files.
A developer who finds interest in the issue and wants to test the app should know what he's doing. He could still fetch the link from the bug history or download directly from the publisher (visible in the screen captures).

You're missing a point. Use of repackaged, cracked, "portable", or software altered in some other way is discouraged here. Same goes for private file sharing links - if you have legitimate source to download your application, post a link to it, or instruction how to get it. Private shared copies of something that's not yours to distribute are not that.

It depends on the license of the software which I don't know anything about.
Usually, license to use a software doesn't allow you to publicly share it. If the license and local laws allows it, you may send a private copy to a software specialist that will test the application on your behalf, but that must be done confidentially and under professional secret. Otherwise it is a violation of the copyright and/or of the licensing terms.
Moreover, you may be violating the rights of the owner of the software by making a free public link of his software while he wanted to earn money from paid download links, and The Wine project may be held liable for publishing the link. That's why linking to your private copy is discouraged.
In the situation where there are no free links to a legitimate redistributable copy or demo of the software, the bug reporter is expected to state that the software is proprietary and wait for instructions from the devs. While having access to the software helps in debugging, it is not required: The affected users can run commands and provide feedback. The devs could also test the application themselves if they have a legitimate copy of their own.
There is no point in insisting to make the link publicly visible.
Also, a black background in the installer logo is a minor issue that doesn't prevent the application from working. It doesn't seem to affect any other applications or else there would already be a bug about it, and this one would just be a dupe. There are official .NET framework installers from Microsoft that run fine in Wine and you provide no use case that requires the use of that specific repackaging.

The problem is caused by difference between user32 and comctl32 in the bitmap painting performed by the static control implementation. Attached test app contains 2 executables: one without the manifest, and another one with it. Under Windows the executable without a manifest shows exactly the same ugly not transparent image as seen under Wine. Executable with manifest draws a transparent bitmaps image.
Replacing StretchBlt() by GdiAlphaBlend() makes the bitmap in question paint correctly, but that breaks painting of other images. Probably comctl32's "Static" implementation should detect whether and image has non-zero alpha channel, and use GdiAlphaBlend in that case.

FYI, attached is the TrueColorAlpha sample BMP files displayed in eog (gnome default image viewer).
With the BMPv4 made with gimp 2.8.14, the transparency can be seen as checkered background in eog. eog doesn't handle the transparency of the BMPv3 BMP made with ImageMagick 6.9.7-4.

The patch makes Wine calls GdiAlphaBlend() when at least one pixel has a non-zero alpha channel. If all pixel have alpha channel 0, then the image is considered opaque (this will be wrong for full transparent images, but who would use a full transparent image, anyway?).
The blending function uses the full alpha channel range (0-255).
If you see artifacts in the transparent image, that is another issue. (My tests show that the current Wine alpha blending function doesn't give a smooth alpha result).
