I don't think we need a separate resolution for this, "upstream" really means
"someone else's bug" so it can be used in this case too.

I think there's benefit in making it clearer to users when the "someone else"
is whoever built their Wine package. Far too many users believe the Wine
developers are responsible for their distro packages, and I spend an inordinate
amount of time explaining that they aren't. A downstream resolution would help
me drive home that message.
