Running InstMsiA.exe with CVS wine, version set to win98, and msi,msiexec.exe=n,
I get the following MessageBox error:

"The Installer has insufficient privileges to modify this file:
C:\Config.Msi\70b.rbf"

"Windows Installer Setup failed."

The console output is:
