Microsoft Office 2010 Starter cannot be installed because the installation of the Microsoft Application Virtualization Client (click2run.msi) fails.
The SetupConsumerC2ROLW.exe setup file can be started but at around 9% to 10% it stops and reports that "one for the installation required file is missing". (Original in German: "Eine zum Einrichten von Microsoft Office Starter 2010 erforderliche Datei ist fehlerhaft. Führen Sie Setup erneut aus. Wenden Sie sich bei Fortbestehen des Problems wegen Unterstützung an den Computerhersteller.)
Note, - a requirement for Office Starter 2010 is the availability of a drive with letter "q". This must be configured manually. Otherwise the setup installer refuses completely to start.
Office Starter also requires MSXML 6.0 SP1.
This fundamental problem also occurs most likely at other Microsoft Office Click-to-Run based products like MS Office 2013 (c2r), MS Office 2016 (c2r) and MS Office 2019 (c2r).

The click2run.msi can be started at Windows 7 systems manually. It will install the Microsoft Application Virtualization Client and the corresponding environment.
Maybe the Office 2010 click2run version mentioned here is different than the others. It was the last one compatible also to Windows XP SP3 and Windows Server 2003. The following MS help article also mentions a full c2r package installer for these old Windows systems.

Well, I was not able to find that package but in think it is the same like the click2run.msi I have present in my OEMOffice14 folder. It looks also that the Virtual client is App-V 4.x based while all newer click2run office releases have App-V 5.x version. (https://en.wikipedia.org/wiki/Microsoft_App-V)
This may be furthermore also the reason why Windows 8.x (and also Windows 10) needs the c2r updates kb2598285 and kb2986257. Office Starter 2010 will not work without them under theses newer Windows.
And finally, a specialty is also the requirement fo the separate and encrypted virtual drive Q. Under Windows there exist no way to get into that drive. The diskpart tool doesen't show it. Maybe Wine has currently not the necessary "Windows services" implemented to emulate this. Or this will never work because it is not fundamentally incompatible with Linux, - whatever. ;-)

The click2run.msi (Microsoft Application Virtualization Client) fails to install. The Office 2010 Starter setup file (SetupConsumerC2ROLW.exe) shows the mentioned "required file is missing" message at around 6% to 10%, - identical to Wine 4.0.1.
One difference between the tested Wine versions exist when winetricks is used. On Wine 4.12.1 the Office 2010 Starter setup installer crashes right after it is started. On Wine 4.0.1 it doesn't crash when winetricks is used.
I have again configured manually a drive with letter "q".
The click2run.msi file don't install when manually selected, - it seems to abort.

Because the "Microsoft Application Virtualization Client" cannot be installed, the creation of the special drive "q" fails and the setup process of Office 2010 Starter stops. A manual installation of the click2run.msi file shows the following error.

Here follows the result of my install attempt at Wine 6.0 (stable release). This time it was tested in a 64bit prefix. The installation of the "Microsoft Application Virtualization Client" still fails with the exact same "SWISecureDatastores returned 1603" error message.
The next time I will try it again in a 32bit prefix. ;-)
