When trying to run CNC3 I get a message, "***FATAL*** String manager failed to
initialized properly.".. Then the game crashes before any screens are shown.

Anything in the terminal? How did you installed it?

You need to set your Windows version to XP. The same thing happens on native
win2k.

As explained this is normal behavior if the incorrect windows version is set.
