--- Comment #2 from Gijs Vermeulen gijsvrm@gmail.com --- Have a look at how Gatekeeper works on macOS. You _should_ be able to circumvent this by going to folder where the .pkg is located, right clicking it and selecting 'Open'.
Do note that wine-5.0 is a year and a half old, so it lacks quite a few improvements. Unfortunately WineHQ doesn't currently provide updated macOS packages.
You can have a look at https://github.com/Gcenx/macOS_Wine_builds but note that there is no support for these on any of the official WineHQ channels.
