I just finished building and trying wine-1.1.0 with the app I maintain,
Mozart9. Unfortunately, although the app works well in wine (gold), browsing 
_within_ the html help files appears broken.

The difficulty can be demonstrated most easily with the free Mozart "Viewer."
This is a helper app that allows a user to view Mozart's *.mz files, available
at:

http://www.mozart.co.uk/programs/mvsetup.exe

With the viewer installed, try: Help -> Help Topics -> Ordering Mozart

This will expand a list with "Ordering Mozart" as its first topic.
Choosing this correctly opens the first topic's help file and renders it with:

1) The banner graphic not displayed
2) The links to different ordering methods highlighted as active,
   but not active.  I.E., clicking on the link: "Ordering Mozart on line
   via the internet" does not open the local url.

The link target for #2 above is present and available as the second topic in
the expanded topic list.  However, trying to follow the link to it in the
first topic fails.  Choosing the the second topic itself from the exploded list
will open the target page.
> From within the help display, links to external url's seems to work well.

For example the link to the Mozart home page opens without problems.  The
problems appear limited to referencing links with targets in the help file
itself.  The ordinary advantages of html help "cross-referencing" are missing
in this app.

I used Wine 1.1.0 on Linux, Slackware 12.1, a clean build, with apps 
MozartViewer2006, and Mozart 9.2.7.0 (the full pgm.)

Bravo!

With wine-1.1.1 most of the problem described in this bug is gone.

My OS is Slackware 12.1 with a clean build, *without* winetricks, and with the
downloaded gecko the wine requests on the first attempt to display help. 
What remains buggy is a missing display of the local banner image in the help
file.  But although it is pretty, a missing banner does not harm the help
browsing 
function.

Summary of the bugs status:  
1) Following local links now works in wine-1.1.1 (well done!) 
2) Display of local helpfile banner image does not work

Additionaly, now that the next level of links can be browsed,
there are functions like:

javascript:BSSCPopup

that apparently do not work, but I need to test this more before posting
a new bug.  Since what remains of this bug does not affect function, I'm
ready to close it unless there are questions or objections.

As noted, the browsing problem is fixed for me in wine-1.1.1

I opened this bug 01 July 2008, and no other comments are
here as of 14 July 2008, so I'm closing it as fixed.
