you forgot to tell that you ran the installer in a low res virtual desktop mode. I get the same behaviour when running the installer in virtual desktop mode 800x600. That kind of artifacting is expected there (downsizing a fixed width/height image) and has nothing to do with 'palette'.
Run the installer in fullscreen or desktop mode with at least 1024x768 or better higher.
I'm tempted to say 'invalid'.

Yes, 1024x768 and higher makes much better, but still 1px size line is still present anyway. And why that present just for some installers and not for all in a row?

well, I don't know - most likely some installers had background images optimized for 1280x800 minimum resolution. The vendor probably didn't anticipate someone would run it with such low resolution. Who runs Windows with a native desktop resolution of 800x600 when trying to play high-res games? That is pretty pointless.
Please verify that this artifacting issue is _not_ present on Windows when the installer is run with a low Desktop resolution (provide full screen screenshots).

Thanks for your effort into testing this!
I suspected that because the installer package has no background image resources for different screen resolutions. As already said: the publisher/developer never anticipated people would run the installer/game with such low desktop resolutions.
I'll resolve this 'invalid' for now unless Andrey provides screenshots from running the installer with low-res Windows that proves otherwise (move desktop settings dialog to foreground, showing the current res). In that case please specify exactly which Windows version (build, sp), desktop settings and graphics driver used.
