With "UseGLSL=enabled" I have no: 1) reflections 2) Fireflames 3) Glowing on crystals, when they are mined 4) Rocket engine expulsions 5) Many other similar affects, like protoss canon firing, Archont (and any other protoss unit, when it's hit) shields, many other protoss effects...
ATI HD4570, fglrx-10.7, kernel-2.6.35, wine-1.2/1.3.0
xorg.conf settings and messing with amdcccle doesn't helps.

Also: Healing beam is visible, but small pluses floating above affected unit are missing also.

If you mean disabled, then this happens because GL_ARB_*_program supports only shader model 2. On Nvidia cards we have GL_NV_*_program_option to add SM3,4,5 features. AMD drivers have no similar extensions, so there'll never be shader model 3 support in ARB shaders on AMD cards.
