Wine staging 2.8 works fine.
Wine staging 2.9 will not launch Killing Floor 2 or Shadow Warrior 2, I also tested a tiny free game Adventure Capitalist and that worked fine.
This happened on my ooold wine bottle, so thinking something have changed I wiped it clean and started a new one with 2.9
Now Steam won't start with wine-devel 2.9 and I forgot what I did to make it run, if anything at all, so I can't test if it's present in normal wine too.

Regarding the installation of Steam in the development version of Wine: Have you tried to switch the Windows version to XP and to install corefonts (either system-wide, or inside of your current prefix) before starting the installation? Also please keep in mind that you will have to pass "-no-cef-sandbox" if you need access to the Steam store (this applies to both the development and Staging version).
Even if you cannot reproduce this issue with the development version, please try to provide some more information how to reproduce it with Wine Staging. Are you testing with a 32-bit or 64-bit prefix, and are you aware of any free game which can be used to reproduce it? What is the effect when the problem occurs, is there some crash dialog for example?

Nope, will try and see if I can find something.

No dialog or crash, a single thread just hangs at 0% CPU usage.

I get a message that dotnet45 is already installed, and some things seem to error out on .NET missing functions, am I misunderstanding how winetricks work? I thought it just installs itself into the wine bottle and wiping the folder would wipe everything.
Also tried removing .cache/winetricks to no avail.
I installed corefonts into the bottle and swapped to XP, after which steam ran on normal WINE. After switching back to 7 it doesn't run anymore though, I have to stay on XP. I believe that my old bottle was capable of launching devel wine just fine with W7.
Despite these 2 issues, Killing Floor 2 runs on wine-devel 2.9, so this issue is indeed limited to wine-staging(I tried running it on staging 2.9 multiple times after installing corefonts again, failed).

I would suggest you to try reinstall it into a fresh prefix, without using any winetricks recipes. You can just use the normal Steam installer with Wine Staging and then install Killing Floor 2. It is not necessary to install corefonts or change the windows version. The game works for me this way.
If you have changed anything else (e.g. winecfg options, game options, ...), please mention this to make it easier to reproduce the issue. Moreover, how did you install Wine Staging, did you use the WineHQ packages?

What GPU and driver do you have? I'm running GTX 970 and proprietary nvidia 381.22 driver, may be related to Nvidia driver only?
I installed wine-staging through Arch's repository.
